Desktop environments (integrated programs that manage windows give shortcuts, etc) are like KDE, Gnome, and XFCE (of which XFCE is the fastest). Of window managers, I assume something like twm would be the fastest, but it's really pretty minimalist.

Minimalism is the answer. If OS don’t have so many background process running, it gains better performance and efficiency. That’s the reason why some people build up their system from scratch like Archlinux users.
